This segment will reconstruct Franklin Boulevard to solve major flooding in the area by improving the unsightly and hazardous St. Augustine Branch, an impaired water body identified on the state of Florida’s 303 (d) list. Blueprint 2000 and the City of Tallahassee have agreed to enhance the original design concept both hydraulically and aesthetically. The open ditch will be replaced with a 16’ X 7’ box culvert capable of handling more stormwater capacity then the current open channel. The project also includes a landscaped bike-pedestrian route which will connect to Leon High School at the north and Cascade Park to the south, linking in-town residential areas to the greenway.
These interim improvements are not currently funded. While this segment of Capital Cascade Trail will be the last of the 4 segments completed, interim improvements have been proposed which will significantly reduce the frequency of flooding along Franklin Boulevard and provide an enhanced environment along this segment of the trail. These improvemenets include:

Raising Southbound Franklin Boulevard Between Call Street and Tennessee Street
Removing Box Culvert and Median Crossing at Call Street
Removing Pedestrian Bridge at Beverly Court
Modification of Stormwater Conveyance under Park Avenue
Removing Box Culvert and Median Crossing at College Avenue
