PROJECT DESCRIPTION

Segment 2 of the Capital Cascade Trail is known as Cascade Park, a 24-acre park to be constructed at the site of the founding of the City of Tallahassee. It is an urban greenway designed for managing stormwater, enhancing natural and cultural heritage and assisting in the promoting of a sustainable development. It is a Nationally Registered Historic Place because it influenced the territorial government's preference of the capital city's location. The area was used as a meeting place back in the earlier portion of the 1800s, for hunters, travelers, etc. The Cascades were a major attraction to this area hundreds of years ago as a cascading waterfall and sinkholes were a major draw to natives and wildlife.

Cultural and natural history of the area will be exhibited in the park. At the outflow tip of the waterway, Boca Chuba (Boca - Mouth (Spanish), Chuba - Big (Apalachee), a mythical flood protector was designed to drink the threatening flood waters otherwise known as a stormwater facility. At the center of the park will be a performance stage with an amphitheatre seating 3,500 - 4,000 people. Other elements include a relocated and renovated 19th Century African-American school house and a baseball diamond "Parterre" on the site of an early 20th Century ball park, interpreting a sporting and political history of the city. Segment 2 will also commemorate the historic Smokey Hollow neighborhood located in the area until the 1950’s. Nearly three miles of trails and walkways will loop thru the park providing visitors a view of the Historic Time Line Fence, the Korean Memorial, the dancing fountain and other park features.

The Design Team refined alternative programmatic and physical concepts for Capital Cascade Trail - Segment 2, which were prepared and presented to the public in 2004 and 2005. These concepts were developed within the framework of the Capital Cascade Trail Master Plan and have taken into account:

• Landscape character

• Nature and general location of adjacent development

• Overall land use

• Patterns of supporting public facilities and circulation

• Potential recreational uses

• Stormwater requirements

PROJECT LIMITS
Segment 2 of the Capital Cascade Trail project extends from the Franklin Boulevard/Pensacola Street intersection on the north, to South Monroe Street on the southwest. This segment is approximately 0.66 miles in length with a total drainage area estimated at 1,092 acres. Park concept plan development began in 2003 and included a series of public workshops and an analysis of the stormwater demands of the entire 4.5-mile project. In order to reduce existing flooding on Franklin Boulevard and South Monroe Street, the Segment 2 Park will be designed to flood and retain approximately 100 acre-feet of stormwater during storm events.

PROJECT SCHEDULE
Design was initiated in May 2006 and Cascade Park construction is expected to be complete in late 2010.
