
PROJECT PURPOSE
To improve the safety and capacity of Capital Circle Southeast, the project widened the existing two-lane undivided rural road to a six-lane divided urban facility in a park-like setting. The project includes curb and gutter, sidewalk, a wide meandering sidewalk, bicycle lanes, stormwater improvements and substantially landscaped median within the landscaped corridor.
This is the first transportation Design-Build roadway project too be completed in Tallahassee-Leon County. This innovative delivery method was chosen to save time and money because design and construction were done in tandem. The Blueprint 2000 Intergovernmental Agency awarded M, Inc. and C.W. Roberts, a joint venture with PBS&J, and Parsons Brinckerhoff to design and construct the project.
PROJECT LIMITS
Capital Circle Southeast, from just south of Tram Road to Connie Drive.
The project length is 3.4 miles.

Construction began in May 2005.
PROJECT COMPLETION
Construction completed in June 2008.

MEDIAN CHANGES
A raised median was added throughout the project to improve safety and traffic flow efficiency. There are full median openings and traffic signals at Tram Road, Shumard Oaks Boulevard, Merchants Row Boulevard, Blair Stone Road, Orange Avenue, and Old St. Augustine Road.
CONSTRUCTION ENGINEERING & INSPECTION
PBS&J and Parsons Brinckerhoff managed the daily operations of the project for Blueprint 2000 & Beyond.
