The Capital Circle Southeast project area from Woodville Highway to Tram Road required environmental consideration due to its location in the Woodville Recharge Basin. The Woodville Recharge Basin is a regulated closed basin in which surface runoff flows to lakes or depressional areas. The road right-of-way for this project intersects six basins and lies in a low, flat plain, where the sandy soils percolate rapidly. In response to this, Blueprint 2000 is in the process of constructing six dry retention ponds designed to retain the 100-year critical duration event. Since five of the six ponds are located on St. Joe property, Blueprint 2000 negotiated with St. Joe for a land swap agreement. In this agreement Blueprint will build and permit the ponds and St. Joe will incorporate these ponds into their Stormwater Facilities Master Plan (SFMP) and utilize them on their development. The existing pond in the system was not modified and continues to receive runoff. However, the amount of runoff was reduced and the remainder of runoff will be managed in the new stormwater ponds.
The aesthetics of this corridor are of high importance and will be designed similar to Capital Circle SE, Tram Rd to Connie Dr. Extensive landscaping, including wildflowers, bark chips and hammocks of trees and shrubs will be put in place to beautify this segment of Capital Circle. This landscaping within the road right-of-way is intended to maintain the natural environment; to direct views and screen objectionable views; and to mediate areas of paved roadway, thus relieving driving monotony and increasing highway safety.
Under the holistic approach, Blueprint designed Capital Circle Southeast with the future in mind. The improvements to Capital Circle will accommodate future transit service with the incorporation of more right-of-way which allows for a wider 36 foot median. The corridor will also provide bike-pedestrian access consistent with other completed sections of Capital Circle by including a 5-foot sidewalk, 10-foot meandering trail and bicycle lanes.
