
PROJECT LIMITS
This project proposes to widen approximately 1.3 miles of the existing two-lane Capital Circle SE from west of Woodville Highway to west of Crawfordville Road to a multi-lane urban principal arterial.
PROJECT PURPOSE
Improve Capital Circle SE, from Apalachee Parkway to Crawfordville Road, to a
controlled access facility with major intersection improvements at Midyette Road, Blair Stone Road, and SouthWood Plantation entrances, Tram Road; Woodville Highway; and Crawfordville Road.
A construction alternative exists that would provide four through lanes in the interim (at a cost of $10 Million). The roadway would operate at an acceptable level of service for over 10 years, at which time the additional lanes could be constructed.
The project design includes an urban typical section consisting of three 12-foot travel lanes in the eastbound direction and four 12-foot travel lanes in the westbound direction utilizing a 36-foot grass median. The typical section includes a 4-foot bicycle lane in each direction with a 5-foot sidewalk and 10-foot meandering sidewalk located on the southside and northside of the roadway, respectively. The project includes curb and gutter, stormwater improvements and landscaped median and borders. The posted speed limit will be 45 mph.
The major construction activities associated with the proposed improvements involve the following:
• Addition of thru lanes and signal upgrades at major intersections;
• Capability to expand or add transit, multi-modal and pedestrian improvements along the existing corridor;
• Connections from sidewalks and bicycle lanes along Capital Circle to the St. Marks multi-use trail;
• Installation of new drainage facilities;
PROJECT SCHEDULE
The project is currently at 60% in the design phase and on hold awaiting future funding. Right-of-Way maps are at 100%. Blueprint 2000 is in the position to begin acquiring Right-of-Way as funding becomes available. Neither Right-of-Way nor construction phases for this project are currently included within the Master Plan; however, Blueprint 2000 is seeking to leverage its funding by applying for Transportation Regional Incentive Program (TRIP) funding and other federal and state transportation funding programs.
PROJECT COST
Right-of-Way and Construction costs are estimated to be $25 million for the full project. The interim four lane design can be built for approximately $10 Million.
