PUBLIC INFORMATION MEETING
A Public Information Meeting was held on June 30, 2005 to review the progress of the study to date. During this public information meeting comments were received on the various alternatives that were being developed for the project.
Information that was discussed was:
• A 6-lane divided urban roadway is proposed, with a 36-ft. depressed median, 4-ft. bike lanes in each direction, a 10-ft. meandering sidewalk on one side, and a 5-ft. sidewalk on the other.
• Blountstown Highway/Pensacola Street (SR 20) will be widened to 6-lanes in the immediate vicinity of Capital Circle, in order for the at-grade intersection to function at the desired level of service.
• At Orange Avenue – The alternative alignments do not prelude an ultimate
(re) alignment for Capital Circle SW, which would follow the Orange Avenue corridor, or another corridor to be determined by the future EPD&E Study that will be conducted.
• Signalized intersections – Three are proposed, at Blountstown Highway/Pensacola Street at Orange Avenue and at Gum Road
• A significant intersection is just south of Jackson Bluff Road, where the two frontage roads intersect Capital Circle. This intersection has not yet been evaluated for signal warrants – this will be done during design.
• CCNW/SW is Access Class 5 – this means full median openings and signalized intersections must be spaced at least ¼ mile (1320 ft.) apart, and directional median openings must have a minimum spacing of 1/8 mile (660 ft.). Driveway connections are generally required to be spaced at least 245-ft. apart.
