
PROJECT PURPOSE:
The Project Development and
Environment (PD&E) Study for Capital Circle SW
will develop improvement alternatives to determine
costs, impacts and benefits of a realigned Capital
Circle compared to costs, impacts and benefits of
improving the existing alignment of Capital Circle.
In addition, the study will investigate improvements
for Springhill Road from Orange Avenue to Capital
Circle.
The PD&E study
is being conducted in accordance with Federal Highway
Administration (FHWA), Blueprint 2000 Agency, and
the Florida Department of Transportation (FDOT) guidelines.
The study will evaluate alternative corridors as well
as the existing corridor. Several viable alternatives
will be developed through the project process and
evaluated to address the project needs while taking
into account the Blueprint 2000 & Beyond “Project
Definitions Report” (prepared by the Economic
and Environmental Consensus Committee in 1999) and
the Lake Bradford Sector Plan (prepared by the Tallahassee/Leon
County Planning Department).
The goal of this project
is to develop community based solutions to enhance
the traffic capacity of Capital Circle while also
incorporating multimodal, recreational, and water
management improvements for the community. Key objectives
of the study include:
• Improve access
to the Airport, Innovation Park, Tallahassee Museum,
and undeveloped properties.
• Incorporate
greenways, landscaping, and stormwater enhancements.
• Protect the
Lake Bradford Chain-of-Lakes, Apalachicola National
Forest, and existing neighborhoods.
• Provide more
than the minimum standard treatment for stormwater
runoff.
• Support economic
development by locating major transportation infrastructure
improvements such that they would stimulate economic
development and provide a mix of housing opportunities.
PROJECT LIMITS:
Capital Circle SW (SR 263),
from Crawfordville Road (SR 61, US 319) to Blountstown
Highway (SR 20), is approximately 6.7 miles.

PROJECT SCHEDULE:
The PD&E Study was initiated
in August 2006 and will take approximately three years
to complete. This timeframe will ensure that the necessary
studies are completed and the study team is able to
interact with the community to create a community-based
solution. A detailed project schedule was discussed
at the Public and Agency Kick-off meetings.

Path/Process
Prior to the
PD&E Study, Blueprint 2000 conducted an in-house
corridor study to determine potential corridors and
to receive community input as to issues and concerns
which needed to be addressed during the PD&E phase.
A corridor report
was developed to summarize the activities that led
to the development of the study corridors and alternatives.

PROJECT COST:
The construction and
Right-of-Way costs are currently being estimated and
will be added as soon as they are available.
